Andorra will host the Council of Europe's North-South Intercultural Conference on 3 and 4 November, under the theme "Intercultural dialogue in the age of artificial intelligence: education for democratic and inclusive digital societies."
The event is organised by the Council of Europe with the collaboration of the Andorran government and coincides with Andorra's presidency of the council's North-South Centre, currently held by the Principality's permanent representative to the Council of Europe, ambassador Andreu Jordi. The government said the conference reinforces Andorra's commitment to intercultural dialogue, education in democratic values and the defence of human rights.
The meeting will bring together institutions, governments and other actors from Europe, Africa and the Middle East to exchange experiences and address the challenges of digital transformation, including how education systems and public policy can foster critical thinking and responsible use of artificial intelligence.
Foreign Affairs Minister Imma Tor will open the conference on 3 November, and Digital Transition and Public Administration Minister Marc Rossell will deliver the closing address on 4 November.
Sessions will examine how education can equip individuals and communities to engage critically and responsibly with the opportunities and risks of growing AI use, with particular emphasis on human rights education, education for democratic citizenship and global education. The government argued these areas are essential for fostering critical thinking, ethical awareness, intercultural understanding and active participation in democratic societies.
Participants will also discuss how education systems, youth initiatives and public policy can prepare current and future generations to use AI responsibly while preserving cultural diversity and respect for human dignity.
The conference will approach these questions from a North-South perspective, taking into account inequalities in access to digital technologies and the need for AI systems to be more inclusive, transparent and representative. It will also consider what governance of AI systems should look like in democratic societies and identify future priorities in education, youth participation and intercultural cooperation.
