Spanish FM Albares Visits Andorra to Sign Agreements and Ease Border Tensions

Andorra la Vella, 14 September 2026 – Spanish Foreign Minister José Manuel Albares began a full-day working visit to Andorra on Monday, marking his first trip to the Principat amid an atmosphere of cordiality and mutual understanding.

Albares was welcomed at the government building by his Andorran counterpart, Imma Tor, with whom he has built rapport over years of meetings at international forums. The pair are due to meet again next week in New York for the United Nations General Assembly.

Before formal sessions, Albares signed the government's guestbook, adding a lengthy dedication that included Catalan words prepared on a note from his aides. "I need a cheat sheet for Catalan," he joked with a smile.

His schedule opened with a 20-minute meeting alongside Tor with Head of Government Xavier Espot. This was followed by an extended working session involving technical teams from both sides.

Discussions centre on signing several long-negotiated agreements, alongside efforts to smooth tensions over border controls. Key issues include "hot expulsions" of migrants, the EU association agreement, mobility, cross-border cooperation and immigration matters more broadly.
