The consulate has confirmed 25,642 voters on the Electoral Roll for Absent Residents (CERA), based on a cutoff date of 1 August 2026. Eligible Spanish citizens can cast ballots by mail until 24 November or in person at the consulate office on Carrer Prat de la Creu 34 from 21 to 26 November, daily between 9am and 6pm.
From 12 to 19 October, voters may consult the roll either in person at the consulate or online via the Cl@ve system. During this window, they can also file claims over improper inclusions or exclusions, or update personal details changed since the cutoff. Electoral documentation will arrive in two phases: first between 24 and 30 October, then ballots from 4 to 8 November—potentially extending to 14 November if candidacy challenges arise.
No prior ballot request is required, a change that officials hope will boost turnout from the 3,691 votes (15% of eligibles) recorded four years ago. That figure marked an improvement over prior cycles, driven by population growth from immigration and newly eligible youth; the total has since risen from 24,500 in 2023.
The consulate will also accommodate Spaniards temporarily in Andorra but registered on mainland rolls. They must enroll as non-residents in the Consular Registration Office and request materials by 31 October, then mail ballots to their Spanish polling station by 25 November.
