Encamp's comú expects to approve its working hours regulation at October's council session, deputy consul Xavier Fernández has said, with entry into force planned for 1 January 2027 so that work cycles align with calendar years.
The regulation will set out schedules, shifts and the different working arrangements for comú employees. According to Fernández, the text has been in internal preparation for some time and has already received the mandatory report from the personnel commission. It is now in the final stage of legal and linguistic review.
The next step is for it to go before the human resources commission, then the Junta de Govern, before reaching the comú council.
The regulation follows a letter sent in June by around a hundred comú workers to the majority, calling for improvements to their working conditions. Their demands included reduced working hours, intensive schedules throughout the year, rules on teleworking, updated salary scales and regulation of professional careers. They also sought compensation for the freeze on performance assessments and recognition of two three-year increments for temporary staff.
A second text, the compensation systems regulation, will follow a similar path but is expected to reach the council in November. Fernández said the comú has only just received the personnel commission's mandatory report on that regulation, which will be presented to the human resources commission in November before going to the Junta de Govern and then the council. He added that the comú maintains its commitment to approving both regulations before the end of the year.
The working hours regulation is being processed first because it governs all systems, schedules, shifts and day and night work, Fernández explained. The compensation regulation, which follows, sets out how everything covered by the working hours text is compensated.
On the professional career regulation, Fernández said the first meeting with the contracted company and the four comuns taking part in the project was held during the week of 17 October, described as the starting point for joint work. Going forward, the comuns will work together on shared elements and then individually in each parish to adapt and adopt the regulation. Fernández said it would have a very significant and positive impact on Encamp's public administration staff, as would the working hours and compensation regulations.
