Andorra's Foreign Affairs Minister Imma Tor and Catalonia's councillor for European Union and External Action Jaume Duch finalised the Andorra-Catalonia Work Plan for 2026-2030 during a working meeting on Tuesday at the government headquarters in Prat de la Creu.
The four-year agreement expands cross-border collaboration by retaining existing working groups on infrastructure, health, and waste management, and launching new ones focused on interior and public security, language and culture, and social affairs. It also opens avenues for joint initiatives in economy and finance, agriculture, youth and sports, innovation, energy management, equality, and feminism. The plan includes a tentative meeting schedule and bolsters coordination through the Cross-Border Challenges Reflection Group, involving officials from both sides.
Formal adoption awaits approval by Andorran Head of Government Xavier Espot and Catalan President Salvador Illa in the coming months.
Officials reviewed successes under the 2024-2026 plan, highlighting advances in infrastructure, energy, waste, and health. Key discussions centred on the Andorra-La Seu d'Urgell airport as a vital air gateway, with progress on route expansions, operational enhancements, and potential Schengen border facilities. They assessed the Andorra-led POCTEFA Tramvalira project, evaluating options for a dedicated public transport link to La Seu d'Urgell.
Duch, speaking to RTVA, called the Andorra relationship a priority and emphasised coordination with Spain's Foreign Ministry to enable effective tripartite cooperation. He backed the tram initiative for its environmental benefits, noting low-emission electric systems proven successful in other countries.
Talks also addressed the Andorra-Pyrenees area, exploring a European Grouping of Territorial Cooperation to drive major projects, with Occitania's involvement underscored. Officials discussed the Special Economic Zone and Andorra's ongoing EU association agreement negotiations.
Tor described the encounter as a reinforcement of neighbourly bonds, structured around citizen priorities to foster shared economic growth. Duch stressed the growing need for robust ties between adjacent territories, viewing the plan as a significant step forward in an already dynamic partnership aimed at public benefit.
