Key Points

  • 2020 agreement amended to adjust remittance calculations for SELAE lottery sales in Andorra.
  • Reference year changed from 2021 to 1 January 2024 due to delayed commercial distribution.
  • Change published in the Official Bulletin of the Principality of Andorra (BOPA).
  • Amendment signed by Finance Minister Ramon Lladós and SELAE president Jesús Huerta; applies from 2025 sales settlement.

The Andorran government and the Spanish State Lottery and Betting Company (SELAE) have updated the 2020 agreement that allows SELAE to legally distribute its gaming products in Andorra. The original accord, signed in November 2020 under the country’s Gambling Law, provided that a portion of annual proceeds from lottery sales would be remitted to the Andorran government.

An addendum to the pact changes how the transfer amount is calculated to reflect that commercial distribution of the lottery began later than initially planned. The original agreement used 2021 as the reference year for starting the calculation; the revised text sets the start date as 1 January 2024 and amends article 7.3 of the convention accordingly.

The addendum was signed by Finance Minister Ramon Lladós and SELAE president Jesús Huerta and has been published in the Official Bulletin of the Principality of Andorra (BOPA). The modification will apply from the settlement of sales corresponding to the 2025 commercial exercise.
