Andorra's Council of Ministers has approved a regulation establishing public prices for special police services requested by individuals or companies, separate from urgent or essential policing duties. The measure, proposed by Justice and Interior Minister Ester Molné, appeared in the Official Bulletin of the Principality of Andorra (BOPA) on Wednesday and takes effect from February 11, 2026. Tariffs will adjust yearly based on consumer price index (IPC) changes, similar to the fire service's updated rates published this week.
Government spokesperson Guillem Casal outlined the fees during a press conference after the meeting. Hourly personnel rates include €49.50 for executive-scale or higher command officers, €43.50 for intermediate-scale officers, €37.50 for level IV specialist agents, and €35 for standard agents. Vehicles, motorcycles, or mobile command posts (PMA) are charged at €50 per unit.
For aerial operations, the twin-engine (type 1) helicopter costs €6,394.38 per hour, while the single-engine model is €3,436.43. One report mentioned a higher €6,935 figure for the twin-engine helicopter, but official details confirm €6,394.38.
Casal cited common scenarios now billable, including preventive security at sports or cultural events, escorts for special urban transports, and collection and destruction of explosive substances. He emphasized private events requiring police presence, stating that requesters must cover costs to the public administration rather than burdening taxpayers.
The regulation implements Article 10 of the Qualified Law on the Police Corps, modified by the 2025 budget law to allow such charges. While prior legislation permitted billing, the lack of set rates meant services went uncharged. Officials described the step as enhancing legal certainty and ensuring extraordinary requests do not fall on the general public.
