The Andorran Council of Ministers has approved the final set of regulations under the Public Procurement Law, proposed by Finance Minister Ramon Lladós, marking the completion of its full rollout. The rules now extend explicitly to comúns, public companies like Andorra Telecom, Andorra Turisme, and FEDA, and other entities, enabling broader citizen oversight of administrative requirements, project details, and pricing.

The regulations also establish a single set of general administrative clauses for all tenders, whether from central administration or comúns, with provisions for case-specific additions. These require joint approval via a convention between the executive and comúns, followed by publication in the Official Bulletin of the Principat d’Andorra by decree, to unify standards and enhance legal certainty.

Separately, the Council authorized a €129,699.34 payment to Ramaders d’Andorra SA for fourth-quarter 2025 subsidies supporting quality regimes under the “Carn de Qualitat controlada” and “IGP Carn d’Andorra” labels. This brings the full-year total to €413,477.13, up 1.3% from 2024.

The government has further approved a new bachelor's degree in logistics management, requested by Universitat Digital Europea for inclusion in its upcoming academic offerings. Applications remain open for grants recognizing mental health awareness and social inclusion initiatives, a program launched last year to promote events and boost participation from citizens, entities, and associations.
