Andorra's Foreign Affairs Minister Imma Tor delivered a recorded video intervention on Tuesday to the Reinforced Meeting of the OSCE Permanent Council in Vienna, marking the fourth anniversary of Russia's aggression against Ukraine.

Tor reaffirmed that the Andorran government and people stand in full solidarity with Ukraine. She expressed regret over the "excessive death and destruction" caused by the conflict after four years and issued an urgent call for an immediate end to hostilities.

She strongly condemned deliberate attacks on civilians and civilian infrastructure, particularly energy facilities, which have worsened the humanitarian crisis amid winter. Tor described these actions as a "flagrant violation of international humanitarian law."

The minister highlighted Andorra's deep concern for the war's impact on children, noting the country's membership in the International Coalition for the Return of Ukrainian Children. She stressed that their safe return is "a matter of both justice and humanity."

Tor outlined Andorra's shift from historical neutrality to an "active neutrality" grounded in upholding international law and multilateralism. She pledged the Principality's commitment to Ukraine's reconstruction, accountability, and a just, lasting peace within the OSCE framework, the Helsinki Final Act, and the UN Charter.

Since the war began, Andorra has aligned with EU policy and emphasised using all dialogue platforms, especially the OSCE, to resolve the conflict.

Tor's OSCE address coincided with her participation in the 61st session of the UN Human Rights Council in Geneva, where she prioritised child protection in armed conflicts, citing rising forced recruitments, abductions, and sexual violence against minors. She endorsed the Prove It Matters campaign to combat impunity for grave rights violations.
