Andorra awards €400,800 contract to OeSD for 20,000 passport booklets

The Government has directly awarded OeSD International GMBH a contract to supply 20,000 passport booklets to the Nationality and Passports Unit for a total of €400,800 (€20.04 per unit, taxes excluded). The adjudication, published in the Official Bulletin of the Principality of Andorra (BOPA) on 26 November, requires production and delivery during the first half of 2026.

OeSD is the same supplier that provided the 12,000 booklets ordered earlier this year; the administration has described it as a specialised provider with a standing arrangement that allows the government to place orders as needs arise and settle payments as booklets are required.

The purchase responds to a shortage that emerged in 2025 after an unexpected surge in renewals and new issuances. A 2022 order for 20,000 blank booklets had been expected to cover demand through December 2027, but demand reportedly tripled over the past year and exhausted stocks, causing delays in renewals and problems issuing documents to new citizens.

The contract was processed via a negotiated direct procurement procedure under current public procurement rules and is charged to the Justice and Interior Ministry budget line for the Nationality and Passports Unit. Under the administrative code, the resolution may be challenged with an administrative appeal within one month; filing an appeal does not suspend execution of the contract.

The government says the acquisition will ensure continuity of passport issuance in 2026 and strengthen the administration’s capacity to respond to the sustained increase in applications.
