Andorra Assigns Key Bills to Committees, Confirms Macron's Historic Joint Session with Co-Prince

The Board of Presidents of Andorra's General Council met on Monday afternoon to assign pending legislative bills to parliamentary committees and confirm the schedule for upcoming sessions.

Key bills now go to specific groups: the draft law on the legal framework for rental contracts for habitual and permanent housing (2027-2030) heads to the Legislative Commission on Economy; the Education, Research, Culture, Youth and Sports Commission will handle amendments to the 1995 Trademarks Law, the archives and documentary heritage bill, and—pending admission by the Audit Office—the proposal to amend fees for the Agency for the Quality of Higher Education. The qualified bill revising Law 14/2019 on children's and adolescents' rights moves to the Social Affairs and Equality Commission, while the qualified Penal Code bill is assigned to the Justice, Interior and Institutional Affairs Commission.

The session calendar remains as previously set, including the Political Orientation Debate on 28-29 June. The next Board meeting is scheduled for Monday, 13 April, at 4pm—though one source mentions 4 May.

A highlight is French Co-Prince Emmanuel Macron's official visit on 27-28 April, his second to the General Council since 13 September 2019. On Tuesday 28 April, around 11-11:30am at Casa de la Vall, Macron and Episcopal Co-Prince Josep-Lluís Serrano Pentinat will jointly preside over a traditional session for the first time in history, seated together in the parliamentary chamber.

The event begins with Macron walking down Carrer de la Vall from Plaça Príncep Benlloch, greeted by about 1,000 schoolchildren from all three education systems. At Plaça del Consell General, Serrano will receive him; they will enter together, greet top officials, and sign the Golden Book in the Syndic General's office. Syndic General Carles Ensenyat will open the session with a speech, followed by Macron. Councillors will wear traditional tricorn hats and gambeto robes, syndics bicornes and capes.

Afterwards, an honour to the flag and national anthem will take place in the square, followed by an institutional photo on Casa de la Vall's steps. Public access to the square will be restricted for security. The full programme should last about one to one-and-a-half hours.

Subsindica Sandra Codina described the joint presence as projecting a "very important" and "potent" image of institutional unity, similar in structure to Serrano's recent constitutional oath. Macron will then address citizens at Plaça del Poble.
