Andorra Lacks Technical Report for Carers' Financial Benefit Plan

The Andorran government continues to lack a technical report or economic impact assessment for a proposed financial benefit aimed at non-professional carers of dependent persons, with no definitive rollout timeline established.

Social Affairs Minister Trini Marín addressed written parliamentary questions from Concòrdia general councillor Maria Àngels Aché, reiterating that the measure ranks as a strategic priority for the 2023-2027 legislature. She noted that the ministry has coordinated with the CASS social security agency and labour services through working meetings to gauge the benefit's feasibility and required legal adjustments.

These discussions have confirmed the need to amend not only the social security law but also the labour relations law. Marín stressed that a firm calendar remains impossible without complete data and technical benchmarks to secure the measure's viability and long-term sustainability.

Key cost projections are still pending, as they hinge on factors including the potential number of beneficiaries, dependency levels, benefit amounts, and eligibility criteria. "We are compiling the information to assess the economic impact, but we do not yet have everything required," the minister explained, outlining the need to model various scenarios.

While the executive assesses options for implementation this term, it has offered no firm commitments. In the interim, occasional economic aid grants remain available to assist family carers in need.
