Key Points

  • Spain's migrant regularisation grants no automatic work or residency rights in Andorra.
  • Strict quotas under Qualified Immigration Law required for relocation.
  • Rigorous border controls manage inflows to match capacity.
  • Policy unchanged, prioritising demographic control via reduced quotas.

Andorra's government spokesperson, Guillem Casal, stated on Wednesday that Spain's announced plan to regularise half a million migrants will not lead to increased immigration to the Principat.

Responding to press questions in Andorra la Vella, Casal emphasised that anyone wishing to relocate for professional or personal reasons must follow Andorra's established immigration system under the Qualified Immigration Law. "There needs to be an open quota in that sector," he noted, declining to comment on policies in other countries.

Casal explained that prospective residents face strict requirements, including general or seasonal quotas, as well as training standards where applicable. Regularisation in Spain grants no automatic right to work or residency permits in Andorra, he added.

The minister highlighted the Principat's rigorous border controls, which manage inflows to match the country's capacity. He reaffirmed that the government has not altered its migration policy, which prioritises demographic control through reduced quota allocations to make population growth more sustainable.

This quota-based approach, Casal said, will remain in place, ensuring Spain's regularisation measure has no direct effect on Andorra's immigration levels.
