Andorra Endavant, a parliamentary group, has filed a constitutional protection claim against the government for refusing to disclose the list of companies that received soft loans backed during the Covid-19 pandemic.
The action, presented yesterday and led by group president Carine Montaner, argues that the executive's stance violates the fundamental right to information under Article 12 of the Constitution, as well as Law 33/2021 on transparency and public access to information. The group stresses that these were public funds, and citizens must know how and to whom they were allocated. "This is not a private matter between the government and companies, but an obligation undertaken with everyone's money," the claim states.
The government has repeatedly denied access, citing risks to business reputations and data protection rules. Andorra Endavant contends that such justifications are insufficient and disproportionate, particularly given the law's requirement to publish details on grants and guarantees. For five years, parliamentary channels have sought the information without success.
The claim urges the Constitutional Court to recognise the rights violation and compel the government to release the full list of companies, amounts, and guarantee conditions, while excluding only strictly necessary personal data. Without this transparency, the group warns, democratic oversight of public spending remains impossible. The court will now decide whether publication is required.
