The Andorran government approved a decree on 22 May 2026 incorporating the European Union's 19th and 20th sanctions packages against Russia over its invasion of Ukraine. The updated measures expand restrictions in financial, technological, energy, and commercial sectors, with annexes now listing 2,469 individuals and 1,636 legal entities.
The 20th package, the broadest in two years, introduces 120 new individual designations and adds further entities linked to Russia's military-industrial complex. New curbs target Russian payment systems, crypto-assets, financial institutions, and special economic zones. The decree also imposes limits on professional services, software, intellectual property, maritime insurance, and liquefied natural gas activities.
Government officials said the measures ensure alignment with EU sanctions, demonstrate commitment to international law, and bolster support for Ukraine while increasing economic pressure on Russia.
In parallel, the executive approved a €40,000 voluntary contribution to the International Committee of the Red Cross under the 2024-2026 collaboration agreement. Of this, €30,000 will support on-the-ground projects in the Democratic Republic of Congo, where eastern regions have faced armed conflict for over three decades. Civilian populations there suffer militia attacks leading to human rights violations, sexual violence against women and girls, mass internal displacement, child soldier recruitment, and ongoing humanitarian crises.
The Red Cross operates in hard-to-reach areas, often as the sole humanitarian presence, focusing on community economic security, access to drinking water and sanitation, medical assistance, sexual violence prevention and response, promotion of international humanitarian law, anti-personnel mine actions, and neutral mediation in conflicts.
Andorra's partnership with the Red Cross began in 2012 via the Foreign Affairs Ministry, channeling funds to targeted projects in line with national development priorities. Diplomatic ties with the Congo were established on 24 February 2026.
