Andorra's Ministry of Culture, Youth and Sports, in collaboration with Carnet Jove Andorra, has launched an online survey to capture concerns from residents aged 16 to 35 and encourage their active role in public decision-making. The initiative, managed by the Youth Promotion and Volunteering area, supports the rollout of the National Youth Plan for 2025-2028 by identifying key priorities and ensuring young people shape relevant policies.
The survey opened on Monday, February 2, and runs until March 2. Respondents can win prizes through a draw, and those who agree can join follow-up working groups to evaluate current policies, pinpoint gaps, and suggest changes that better match youth needs. Officials stress that such efforts position young people as central figures in youth policy, not mere beneficiaries, with their input woven into every phase of the national plan.
The Forum de la Joventut d'Andorra has expressed disappointment at being left out of this specific effort. Director Anthony Francome told El Periòdic the organization was not involved, despite the survey's ties to the national plan. He pointed out that the existing plan already holds extensive data on priorities, some needing technical review based on stakeholders' capabilities. Still, he said further steps to define scope and development must involve direct work with young citizens.
Francome called for future actions to use broad participatory methods that foster balanced engagement and place youth at the core. He advocated involving the Taula de Joventut, which brings together youth groups, the seven parishes, government, the Forum, and Carnet Jove. While appreciating the government's push to reach young people, Francome confirmed the Forum's willingness to partner for strong turnout and results.
