The parishes of Escaldes-Engordany, La Massana, Encamp and Canillo plan to commission a technical study assessing the job roles of municipal workers. La Massana's lead consul, Eva Sansa, confirmed the initiative during a press conference following the parish council meeting on Thursday.
Sansa addressed demands from the SiTColaMa union for updated salary scales, stating she had no prior knowledge of the request. She noted that the issue arose during a meeting of consuls from the four parishes, who agreed to proceed with an evaluation of current working conditions. "We work closely together," Sansa said, while urging caution due to potential costs from requests for more staff, horizontal career progression and salary increases.
Relations with the union remain positive and fluid, Sansa added, though the latest demand came as a surprise after limited communication since December. The parish has addressed prior calls, such as hiring additional staff for under-resourced departments. Sansa and deputy consul Roger Fité emphasised case-by-case management, pointing out that factors beyond pay—like workplace environment—matter. They cited the traffic department, where staff from other parishes joined despite slightly lower salaries due to a positive atmosphere, and three recently filled administrative posts as evidence of competitive conditions.
Guillem Forné, leader of the opposition Amb Seny group, mentioned a pending meeting with union representatives.
In other council business, members approved reallocating over €5.6 million in budget remnants to 2026 spending plans and minor corrections to public pricing regulations to fix errors. They granted a €360,000 subsidy to the Causes Pies nursery school, derecognised 73 square metres of communal land and awarded a four-year contract worth €358,000 for gardening supplies, extendable by two years.
The session also marked the farewell of outgoing general secretary Laura Camps, who received thanks from officials including opposition councillor Laura Bragança and Sansa for her rapport with politicians and staff. Camps will become Secretary of State for Economy, Housing and Labour, working alongside Conxita Marsol—her former colleague from Andorra la Vella—in the head of government's new chief of staff office, Jordi Puy. Laia Alonso, a legal technician in La Massana's legal office for less than a year, took the oath—delivered as a promise—as her successor, with Sansa praising her contributions and wishing her success.
