Andorra's AI Meritxell Handles 5,400 EU Pact Queries

The Andorran government's AI assistant Meritxell has now received nearly 5,400 queries about the EU association agreement since its launch in October 2024, resulting in 10,832 total interactions as each question and response is counted separately.

Figures released by the executive and reported through the Andorran News Agency show that inquiries about business, markets, and trade lead with 11% of the total. Citizens have sought details on how the pact will influence local companies, along with customs rules, goods circulation, services, and import-export activities. Questions exploring the agreement's pros and cons, as well as its overall national impact, follow at 8.5%. The quota system, residence permits, and migration measures rank third at 8.1%.

Fiscal and tax issues represent 6.5% of consultations, sovereignty concerns—including potential referendums and institutional involvement—account for 4.9%, labour protections and employment make up 3.6%, and financial regulation, data protection, and standards alignment total 2.5%. Less common topics cover social security, health services, and pensions (1.8%); Catalan language and Andorran identity (1.4%); education and qualifications recognition (1.3%); and freedom of movement (1.3%).

The most repeated question, "Does the agreement affect taxes?", appeared 114 times, ahead of "Does the association agreement affect immigration?" (60 times), "What are the advantages and disadvantages of the agreement?" (56), "How does the quota system work?" (42), and "Is the agreement good for Andorran businesses?" (38).

Other frequent queries included the pact's implications for Andorra's future (35), quota calculations for new residences (19), possible tax increases (13-14), a referendum (5), and the distinction between a customs union and customs territory (11).

Government representatives note that Meritxell relies exclusively on the agreement's text, impact studies, and official documents to provide clear, reliable responses, helping the public grasp the deal's terms and effects.
