Andorra's Political Scene Fragments with 11 Parties for 30K Voters
A new pirate party and right-wing group join the fray, creating deep right-left divides ahead of spring elections.
Key Points
- 11 parties compete, one per 2,727 voters, including new Pirates d'Andorra and Virtus Unita.
- 7 centre-right to hard-right parties; 4 centre-left including Pirates.
- Spring Consell General elections likely to see bloc coalitions.
- 7.1% vote threshold for seats, higher than most European countries.
Andorra now has 11 national political parties competing for around 30,000 voters, with a new formation emerging for every 2,727 eligible residents. This fragmented landscape has developed over recent years amid a surge in new groups.
The latest additions are Pirates d'Andorra, modelled on pirate parties across Europe, and Virtus Unita, a traditional right-wing debate group that has formally registered as a party.
Of the 11 parties, seven align with the centre-right, right, and hard-right spectrum: Demòcrates per Andorra, Acció Liberal, Ciutadans Compromesos, Unió Laurediana, Virtus Unita, Claror, and Andorra Endavant. That number would have reached eight had Liberals and Acció not merged into Acció Liberal a few months ago.
The progressive bloc of centre-left and left-leaning parties includes four: Concòrdia, Partit Socialdemòcrata, Socialdemocràcia i Progrés, and Pirates d'Andorra.
Elections to the Consell General are scheduled for spring next year, with expectations of coalitions forming within the right-wing and left-wing blocs. Andorra's electoral system poses significant barriers for smaller parties, requiring a 7.1% vote share to secure even one parliamentary seat—a threshold higher than the 3-5% typical in many European countries, where some nations impose no minimum at all.
Additional parties or coalitions may also contest the territorial lists, such as Agrupament Encampadà or Units per Ordino. The latter, led by Enric Dolsa, has run under various names and alliances for the past 20 years.
