Xavier Espot, head of the Andorran government, has appointed Jordi Puy Segura as his new chief of staff, effective 1 February. The current secretary of state for Economy, Work and Housing will replace Sílvia Calvó, who is moving to the director general role at the state energy company Forces Elèctriques d'Andorra (FEDA).

Espot announced the decision during Wednesday's Council of Ministers meeting. Calvó will share duties at FEDA with outgoing director Albert Moles in the coming weeks, taking full control by late March. Government spokesperson Guillem Casal confirmed the appointment at a follow-up press conference, stressing that the process guarantees seamless operations with no gaps in staffing. He added that Minister Conxita Marsol is finalising a departmental reorganisation, including a refreshed ministerial cabinet, with her successor for the secretary of state position to be named next week.

The shift formalises Calvó's exit from the executive after her FEDA role drew scrutiny from opposition party Concòrdia. The group challenged the appointment method and pushed for more openness in public sector hires, including explicit, published standards.

Born in Encamp in 1979, Puy holds degrees in environmental sciences from the Universitat Autònoma de Barcelona, and in journalism and law from the Universitat Pompeu Fabra. His career began in environmental engineering, shifting to journalism in 2004 and then to legal work in 2007 at Barcelona firm Pareja i Associats, focusing on administrative and urban planning law.

Puy entered Andorran public service in 2010 as secretary to Consell General commissions and its OSCE delegation. He advanced to deputy general secretary of the Consell General until 2016, followed by a stint as general secretary of the Andorra la Vella comú for the 2016-2019 term under Marsol, then senior consul. From 2020, he co-directed a family agrotourism and catering business before joining the current government at the legislative period's start.
