Key Points

  • Administrative leaves clarified for school events (half/full days, annual limits) and health issues.
  • Retirement program: 57+ with 15 years service; 80% pay for part-time, 4-month advance notice.
  • Three staff joined program since launch, averaging one yearly.
  • Halted sports event in avalanche-risk zone; approved Arrestos Ordinance and grazing auctions.

The Comú de Canillo council has approved modifications to its public service regulations, simplifying pay structures, clarifying administrative leave policies, and updating the voluntary retirement programme. The changes aim to address ambiguities identified over time, ensuring consistent application for workers and management.

Cònsol Menor Marc Casal explained that reforms to paid administrative permissions stem from practical issues encountered in recent years. "These are cases we've faced over time that weren't well defined or clarified," he said, noting the goal of preventing differing interpretations. The updates specify how to request such leaves and their durations, covering common scenarios like accompanying children to school events—limited to annual totals in half-day or full-day blocks, not shorter periods—and health-related matters for employees or family members.

For the retirement programme, launched in the previous term, eligibility remains at age 57 with 15 years of service. Salary during part-time participation now stands at 80% of regular pay to support a gradual transition to retirement, with applications required at least four months in advance. Casal highlighted that short-notice requests had previously complicated staffing replacements, which can take months. Three staff members have joined since inception, averaging one per year. Earlier reports of a 50-70% salary range appear inconsistent with the newly approved 80% rate for this modality.

At the session's end—held as the traditional Consell Sabut for leases, plots, and rentals—Major Consul Jordi Alcobé announced a decree signed over the weekend halting a sports event on private land in Coma de Ransol, beneath the high-risk Castellar avalanche zone.

Alcobé praised the gathering, which included annual auctions for cortons and solans grazing areas through 2026. "This session continues one of the parish's most rooted traditions, linked to communal land management and livestock farming, while strengthening regulatory frameworks and providing municipal services with resources for efficient oversight of infrastructure and public spaces," he said.

The council also approved the parish's new Arrestos Ordinance, regulating communal living, territory management, and related areas for the coming year.
