Jordi Puy Segura, until recently Spain's Secretary of State for Economy, Work and Housing, took the oath Tuesday morning as chief of staff to Andorra's head of government, Xavier Espot, succeeding Sílvia Calvó. The ceremony took place in Espot's newly refurbished office on the third floor of the government building.
Espot described the role as "an absolutely essential piece," enshrined in government law and often called a shadow minister—or even superminister—responsible for coordinating ministers and acting on his behalf. He praised Puy's suitability, pointing to his "360-degree vision" from broad experience in both public and private sectors, including strategic coordination, discretion, dialogue, institutional loyalty and responsibility.
Puy's public service record includes serving as commission secretary and OSCE delegation secretary at the General Council, deputy general secretary there, and general secretary of Andorra la Vella commune. In business, he and his family built a leading high-end tourism operation. Espot noted Puy's recent leadership of the Economy, Work and Housing secretariat alongside Minister Conxita Marsol, tackling key issues like affordable housing.
Achievements under Puy included expanding public rental housing from zero to 500 units in four years, paving the way for gradual rental market deregulation while protecting 24,000 renting families. He also advanced labour relations through employer-union agreements, with supporting legislation now in parliament.
Espot expressed regret at Calvó's departure to general director at Forces Elèctriques d’Andorra (FEDA), citing their long professional and family ties, but said Puy was the ideal replacement. "I am convinced that very soon, if not immediately, he will be on a par with his predecessor," Espot said, highlighting Puy's "profound sense of duty, notable listening skills and great ability to anticipate, organise and drive what is essential," along with his public service commitment.
Family members present included Puy's mother Mercè Segura, partner, brother, sister-in-law and political mentor Conxita Marsol. Espot formally pinned the cabinet insignia on Puy. His successor in the secretariat is Laura Camps, former secretary of La Massana parish.
