The park and surface car park at Nacions Unides were closed from 06:00 on 1 December after the owner of island 6 in the Clot d’Emprivat notified the Comú d’Escaldes-Engordany of its decision to terminate the lease. The closure affects the public green space and the 72 existing surface parking spaces.
The property owners intend to build three new residential buildings using the urban-development rights established in the 2018 POUP, which allowed a denser model of construction with towers of up to 20 storeys and an initial mandatory land cession of 15%. In response, current and former municipal teams, led by Rosa Gili and Quim Dolsa, say they have worked to reduce the impact of projects inherited under that plan and to improve the balance between development and public space.
A 2023 modification to the POUP significantly raised free-space requirements for new buildings, increasing the proportion of reserved open space from the original 15% to between 50% and 64% per development. That change made it possible to preserve the children’s playground on Carrer de les Nacions Unides and to retain a green area intended to provide quality leisure space for neighbours.
Negotiations between the Comú, the property owners and the developers concluded with an agreement on parking provision. The 72 surface spaces will be removed, but a new underground level will be built offering 132 communal, covered spaces under municipal ownership.
Financially, the project entails €6.9 million in taxes and economic contributions to the Comú. Of that sum, €5.7 million will be offset by the delivery of the new underground car-park level; the remaining €1.2 million was already paid when the building permit was granted.
The Comú describes the intervention as a strategic improvement for Escaldes-Engordany, arguing it will minimise the impact of previously planned developments, increase green space and enhance parking capacity in one of the parish’s most central areas.
