Key Points

  • Technical on‑site inspection in early January will determine the final site; La Cortinada is the comú’s preferred option.
  • Definitive decision follows the technicians’ report; public tender to be drafted and published promptly.
  • Project planned as a public‑private partnership because the parish cannot fund full construction costs.
  • About 50 property owners have appealed parts of the POUP; outcomes could delay the timeline and will be reviewed.

The Ordino geriatric care centre project enters a decisive phase in early January, when the parish council (comú) and the Ministry of Social Affairs will carry out an on‑site technical inspection to evaluate and select the final location. Deputy mayor Eduard Betriu said the definitive decision will be made after that visit, with the aim of drafting and publishing the public tender as soon as possible to advance the project.

The comú has proposed La Cortinada, in the Camp de Ceró area, as its preferred site, but Betriu stressed the final choice will depend on the technicians’ findings during the inspection. Once the technical report is delivered, the parish intends to move quickly into the procurement phase.

Given the high cost of construction, the comú is planning the centre as a public‑private initiative. Betriu said the parish cannot assume the full financial burden and expects private partners to participate in financing and delivering the facility.

The project timetable could be affected by separate administrative proceedings linked to the parish’s Urban Planning Plan (POUP). Around fifty property owners have filed appeals against aspects of the POUP; the comú will receive and review the report on those claims and will take part in the technical commission charged with drafting responses. Betriu reiterated that the POUP preserves owners’ rights and does not convert land to non‑urbanizable status except where plots are affected by natural risk, in accordance with the General Land Use and Urban Planning Law (LGOTU). He said the comú expects the issues to be resolved promptly and will respect any judicial rulings, while acknowledging that such outcomes could influence the project schedule.

For now, the parish is focused on completing the January technical assessment and preparing the public tender so the geriatric centre can progress as soon as conditions allow.
