Pujal served as Cònsol Major of Sant Julià de Lòria twice, first from 1982 to 1983 and again from 2000 to 2003. He also held a seat as conseller general from 1992 to 1995, a period marking Andorra's transition to its current constitutional system. His election to the Consell General came in 1992, during the final legislature before the Constitution's approval. In 1999 communal elections, his Unió Laurediana list won every one of the 12 communal council seats with no opposition, securing his second term as Cònsol Major until he chose not to seek re-election in 2003.
During his mandates, Pujal led the response to severe flooding in 1982 and oversaw the parish's subsequent reconstruction.
