Social Democrats Demand Full Update on Caubella Heliport Delays and Costs

Laia Moliné, a general councillor for the Social Democrats, has submitted a formal request to the General Council for a comprehensive update on the Caubella heliport project, highlighting accumulated delays and persistent doubts over its costs, operating model, and real viability.

The parliamentary initiative demands detailed documentation on the current state of construction, including the degree of completion, outstanding works, and a clear timeline for finalization, pilot phase, and full operations. Moliné points out that while the concession was awarded in 2023, the effective deployment remains unclear, with questions over whether the operator has the necessary conditions to launch activities reliably.

She is seeking specifics on the total project cost—covering initial budget, amounts spent, projected final figure, and any budget overruns—along with justifications and the portion covered by public funds. The request also covers potential future financial commitments to public finances, particularly if demand falls short of expectations.

Moliné has emphasized transparency on projected operations, including first-year flight estimates, existing agreements with operators or users, and whether forecasts rely on verified data or theoretical scenarios. On international viability, she wants details about border controls, initial operating limitations, required authorizations, and the ability to handle international flights from the start.

The councillor also calls for information on the pilot phase's scope, duration, transition conditions to regular service, and key identified risks. This push aims to ensure rigorous oversight of the strategic infrastructure, which is meant to boost Andorra's air links but continues to raise significant uncertainties despite its adjudication. No government response has been reported.
