Nelli Filippova, deputy secretary general of the Russian Olympic Committee, visited the Andorran Olympic Committee (COA) in Andorra la Vella, sparking online debate over its appropriateness amid international restrictions on Russian sports officials.
The encounter, described by the COA as a brief and informal courtesy meeting, occurred during Filippova's stopover in Andorra. She was en route to a rhythmic gymnastics competition in Marbella and took the opportunity to reconnect with Andorran Gymnastics Federation (FAG) president Anna Pallarés and her predecessor Eva Rodríguez, with whom she had prior ties. Filippova expressed interest in seeing the COA's new offices, prompting COA President Xavier Espot Miró to receive her there. Also present were FAG head of mission Jordi Orteu.
A photograph of the group, shared publicly, ignited controversy on social media. Critics questioned whether the meeting aligned with global guidelines limiting engagement with Russian Olympic figures following Russia's invasion of Ukraine. The COA emphasised that the visit fell within permissible bounds, citing International Olympic Committee (IOC) directives. These, relayed via an internal email to federations, prohibit normal dealings with Russian officials but do not impose a blanket ban on interactions with any Russian individual.
Espot justified the reception as a matter of institutional diplomacy, given Filippova's expressed curiosity about the facilities. The COA framed the stop as unrelated to formal ties, instead highlighting ongoing relations between Olympic bodies that enable such representative discussions.
