Andorra Enforces Queue Rules at Busy Eateries to Ease Pedestrian Flow
New ordinance in Andorra la Vella requires eateries like Rotonda Creperia to manage lines orderly, reducing disruptions and improving tidiness.
Key Points
- Ordinance mandates queue plans with chains, directions, clear walkways, and staff.
- Rotonda Creperia submitted compliant plan; Balanzen café pending.
- Measures address crowds impeding pedestrians and neighbouring shops.
- Adaptations vary by location, season, and demand like tourist weekends.
Andorra la Vella's traffic and parking councillor, Xavier Surana, has expressed satisfaction with a new municipal ordinance introduced on 1 January to regulate queues outside popular eateries.
The measure requires affected businesses to manage lines in an orderly manner, addressing disruptions caused by crowds at high-profile spots in the parish. Surana noted that the rules were not aimed at any single venue—though the Rotonda Creperia has drawn particular attention—but responded to recurring queues at multiple locations that were impeding pedestrian flow and neighbouring shops.
"Effective" measures have eliminated incidents and arguments with adjacent businesses, Surana said, adding that the area now appears tidier, allowing residents and visitors to go about their activities without hindrance. Businesses must submit queue management plans, including the use of chains, clear queue directions, unobstructed walkways, and dedicated staff.
The Rotonda Creperia has already provided its plan, which Surana described as aligning with ordinance requirements. Officials are reviewing it and expect to respond soon. The Balanzen café on Avinguda Tarragona remains within the submission deadline and has yet to deliver its proposal.
Surana emphasised that adaptations should vary by location, season, and demand. Pedestrian zones simplify management, while businesses need to adjust staffing based on factors like weekdays versus peak tourist weekends. "Each establishment and day presents different challenges," he explained.
