Fener 2 Car Park in Andorra la Vella Loses Half Its Public Spaces as Owner Reclaims Private Section

The Fener 2 car park in Andorra la Vella, located between Fener, Verge del Pilar streets and Avinguda Tarragona, has seen its public capacity halved after the private owner ended the lease on the lower section and reclaimed it for development.

Municipal officials explained that the site combined communal and private land, previously offering about 105-110 spaces. The portion facing Verge del Pilar—below the barrier—is private and no longer available for public use. Access restrictions now limit parking to the upper communal area, divided roughly evenly by an imaginary line from Carrer Sant Salvador. This leaves 46 standard spaces plus one for people with reduced mobility. Three more spots should open up in June after a crane is removed from construction at the former Fener 1 site, now a shopping centre.

The change took effect on Monday, with the entire facility closed until 9am before reopening under the new setup. Temporary fencing, tape and signs at the barrier and payment machine indicate the permanent partial closure. Municipal workers expect to install more robust barriers soon. The loss equates to around 60 public spaces. Drivers can use the private lot at the nearby Eo! Andorra complex.

As part of its strategic parking plan, the commune is assessing a modular structure to replace the lost capacity, though any rollout could take days, weeks or months. Tuesday saw moderate parking pressure despite light traffic. The reclaimed area appears slated for construction in the near term.
