Canillo Parish Council Approves 2025 Accounts with €2M Surplus, Zero Debt

Canillo parish council approved its 2025 fiscal accounts on Wednesday, posting a surplus of €2.043 million from €23.398 million in revenues and €21.355 million in expenses. The parish holds zero debt and €6.45 million in treasury reserves.

Finance councillor Joan Antoni Rodríguez detailed the execution rates: 95% of current revenues, 82% of current expenses, and 51.2% of authorised real investments—€7.76 million out of €12 million. He described this as evidence that 2025 projects advanced steadily. Comú major Jordi Alcobé described the results as "very positive," especially given an atypical year marked by an 11-month suspension of building permits starting 22 January under the urban plan. Construction-related taxes generated just €1.5 million, under 5% of total revenues, underscoring low reliance on such income. Alcobé highlighted a €3 million current surplus from €15 million in revenues and €12 million in expenses, signalling financial autonomy. Nearly half of revenues came from fees, public prices, and other sources (€6.7 million), plus patrimonial income (€3 million), including fees from the Palau de Gel operator.

Council members authorised two extraordinary credits. A €700,000 allocation will install pipes along the main road through the village centre, integrated with ongoing beautification to support a biomass district heating network. Initially serving public buildings, it will later connect nearby private properties showing interest. The plant at the former Pla camping site fulfils a key electoral pledge for sustainability, forest management, energy independence, and circular economy gains by using local wood waste to displace diesel. Lacking internal expertise, officials plan a tender in the first half of 2026 for a concessionaire to build and operate the facility. The parish will provide land and clients, with terms regulating public energy costs and private connections. Cònsol menor Marc Casal said the concessionaire will select custom-built equipment, aiming for completion by the term's end, potentially mid-2027.

A €200,000 credit funds a 2,100-square-metre mural by artist Samantha Bosque at the Sella roundabout entrance. Stemming from a youth council idea two years ago—initially for harlequins, now expanded to reflect Canillo's history with livestock, mountains, cuisine, and the Tibetan bridge—work starts after Easter, lasts six months, and finishes before Christmas. A central tree will finish the roundabout upgrade.

Other measures included €232,341 to Occitalia for Tarter sidewalk repairs on Urbanització Sant Pere; €569,355 in 2026 grants for sports groups and €8,500 for social services (€3,000 each to the elderly association and Caritas, €2,500 to Aina); a €300,000 supplement for extra snow clearance; a staff training regulation; purchase of the Roda Callissa plot at Cal Federico, delayed since 2022 by inheritance issues; and urban plan modification number 5, clarifying prior changes and allowing 150-square-metre provisional sheds on plots over 12,000 square metres.
