Andorra Awards Contracts for Emergency Centre, Flood Prevention and Hotel Casamanya Rehab

The Andorran government has awarded contracts for several infrastructure projects, including management of the National Emergency Centre, flood prevention works across parishes, and the second phase of rehabilitating the long-vacant Hotel Casamanya in Ordino.

IDOM Consulting, Engineering, Architecture SAU won a €393,162.44 international tender to oversee construction of the National Emergency Centre linked to the 112 emergency line. The firm will coordinate teams, manage risks, ensure alignment with strategic goals, and offer technical support for six months after the centre opens in 2027 on the first floor of the Nexus building, enhancing public safety capabilities.

Treballs Públics La Coma secured a €345,000 national tender for 12 months of drainage improvements starting in 2026. The work will target water channels, ditches, and systems along rivers, torrents, and major roads in all parishes to improve safety and resilience against heavy rainfall. It covers four zones: €65,000 each for Sant Julià de Lòria and Andorra la Vella; Canillo and Encamp; and Ordino, La Massana, and Escaldes-Engordany; with €150,000 for broader road maintenance.

On Territory and Urban Planning Minister Raül Ferré's proposal, the Council of Ministers approved €5,994,964.20 for UTE Cevalls-Sideco to handle the 18-month second phase at Hotel Casamanya, unused for over 20 years. The five-storey building will become offices for the Ministry of Environment, Agriculture and Livestock, with ground-floor spaces for Ordino parish council and the Quart neighbourhood. Works include removing non-structural elements, interior refits, ground-floor expansion, facade restoration, energy efficiency and accessibility upgrades, and native-plant landscaping on the adjacent car park's roof.

This follows a failed initial tender for the phase, declared void due to excessive cost deviations. The government adjusted the project technically and economically, achieving a roughly 10% price reduction from prior bids despite rising material costs from inflation. Some second-phase tasks were advanced during the first phase, but Environment Minister and government spokesperson Guillem Casal confirmed the 18-month timeline makes a ministry move impossible before the current legislative term ends.

These efforts continue the push to repurpose heritage buildings for public use, such as the former Hotel Rosaleda in Encamp for the Culture Ministry and the old Ràdio Andorra site for Andorra Turisme offices.

The General Council has launched a national public tender worth €376,033.32 for the third and final phase of landscaping at Casa de la Vall's rear gardens. Published in the Butlletí del Consell General and BOPA, the contract covers plantings of trees, shrubs and grass across the spaces, installation of a vertical green wall and ecological vegetal cover, urban furniture supply, and six-year maintenance at €31,500 annually until 2032. Bidders must attend a mandatory site visit on 4 June 2026 at 11:00, with offers due by 26 June 2026 at 15:30 via the public procurement platform. Works must conclude within three months, minimising impact on the historic site through safety measures, neighbour protection and traffic management, with civil engineering nearing completion this summer ahead of a targeted September or early October opening—nearly two years after clearing the old gardens and adding a new cultural auditorium.
