Andorra Digital Launches Sovereign Cloud for Public Sector and Businesses

Andorra Digital, the new semi-public entity owned 75% by the government and 25% by Andorra Telecom, held its official launch on Tuesday, unveiling a strategy to provide public administrations and businesses with sovereign cloud services through negotiated agreements with major providers including Google, Amazon, Oracle, and Microsoft.

The entity will offer a unified catalogue of technological services, allowing users to access cloud storage and other solutions without individual tenders. Director David Vicente explained that the model ensures sovereignty, security, and best practices, with national-level pricing and conditions benefiting all participants. "The idea is to promote cloud use under guarantees of sovereignty, security, and good practices," Vicente said, noting eight solutions available from hyperscalers and integrators.

This initiative builds on Andorra's digital transformation programme, launched six years ago and now entering a more operational phase. Andorra Digital consolidates the country's digital agencies under one structure: the National Cybersecurity Agency (ANC-AD), Data Intelligence Agency (AID-AD), Digital Wellbeing and Skills Centre (CBCD), and Data and Documents Exchange Gateway (PIDA). Marc Rossell, Minister of Public Function and Digital Transformation, serves as president, with Vicente as director. Key roles include Jordi Ubach for cybersecurity, Ivan Amengod for digital wellbeing, Enric Miralles for interoperability, and David Peralta for data governance and auditing.

The PIDA, or interoperability bus, enables secure data sharing among public bodies, parishes, the CASS social security entity, and private firms like Andorra Telecom, ensuring citizens provide information only once. Early adopters include La Massana parish for structured data access and vehicle inspections for automated insurance checks since February.

Andorra Digital will not mandate participation; administrations and companies can customise services or negotiate independently. A physical centre at the Node building will offer training, with emphasis on digital skills for citizens, businesses, and youth protection. Authorities plan a public presentation of the full sovereign cloud model on 10 June, following recent adjudication of external cloud services to maintain user control over data access. The entity awaits a budget law amendment for full operational status this year.
