Andorra's Clot d'Emprivat Transforms into Luxury Skyscraper District with Torres Kylat and Metropolitan Tower

Developers have begun actively marketing luxury apartments in the Torres Kylat and Metropolitan Tower projects at Clot d'Emprivat in Escaldes-Engordany, transforming the former playground and public parking site into Andorra's emerging high-end skyscraper district.

The site, bounded by Avinguda de les Nacions Unides, Carrer Copríncep François Mitterrand, Avinguda Consell de la Terra, and Passeig Arnaldeta de Caboet, operates under a single partial urban plan divided into two parcels for three towers. Excavation for underground parking and foundations started in early December 2025 and remains on schedule.

Torres Kylat, closer to Passeig Arnaldeta de Caboet and led by Besthotels founders Josep Maria Civil and Josep Batalla, comprises two 19-storey towers. The residential one offers 22 units of three or four bedrooms, starting at 101 square metres and priced from €930,000. Four-bedroom options range from 142 to 168 square metres at €1.95 million to €2.5 million. Features include open kitchens merging into living-dining spaces, private terraces with urban views, high-end finishes, underfloor heating via FEDA Ecoterm's network, and optional parking, storage, or cellars. Ground and first floors are designated for commercial use. The adjacent tower is slated for a hotel, with promotional materials now confirming Hilton branding.

Adjoining it, facing Carrer Copríncep François Mitterrand, ERMA is constructing the 20-storey Metropolitan Tower for the heirs of Spanish businessman Enric Reyna (or Reina). It will house 84 apartments from one to five bedrooms, alongside commercial spaces and offices up to 131 square metres. Prices start at €750,000-€775,000 for 68-square-metre one-bedroom units and exceed €4 million for those over 200 square metres. Promoters highlight generous, light-filled layouts, expansive terraces, and premium materials. Half the plot will stay open at street level for public green spaces.

In return for land cessions, Escaldes-Engordany council secures 132 covered public parking spaces. Both projects tout proximity to local and international schools, the main shopping street, parks, Caldea, and Illa Carlemany.

The developments follow the 2018 POUP, updated in 2023 to increase open spaces and limit visual impact. First consul Rosa Gili has defended approvals, stating the council "could not act differently" for compliant plans and attributing speculation to the 2018 Democratic-led review: "If these towers exist, it is because the 2018 POUP allowed it," adding that projects cannot be halted if they meet regulations.

Meanwhile, technical experts are reviewing a separate tower proposal on a nearby parcel between Avinguda Carlemany and Avinguda Consell de la Terra after the council rejected it for non-compliance with POUP rules. The property has appealed to the technical urbanism commission, with potential escalation to the Batllia. Other Clot d'Emprivat landowners have also sued over the 2023 modifications, which raised public space requirements from 15% to 50-64%. Hotel completion dates remain unconfirmed.
