Andorra Opens 25 Inspections on Music Venues for Licensing and Noise Compliance

Andorra's Commerce and Environment departments have opened 25 inspection proceedings and nine sanctioning files related to music activities in venues since January 2025 through 15 June 2026.

The inspections target compliance with licensing requirements and noise regulations at bars, pubs, nightclubs, discotheques, and even restaurants offering live or ambient music. Data provided by the government to the Andorran News Agency (ANA) show that in 2026 up to mid-June, authorities initiated seven proceedings across various establishments. Three followed public complaints, with the remaining four conducted on departmental initiative. By that date, three sanction files linked to music activities were active. During the winter season in the first quarter of 2026, officials carried out a nighttime operation in Pas de la Casa, checking seven nightlife venues.

The previous year marked a peak in activity, with 18 inspection proceedings launched—equivalent to 11% of all commerce inspections and 31% of those related to noise problems. Of these, 12 responded to complaints and six were proactive. A similar nighttime sweep in Pas de la Casa that year reviewed seven nightlife spots suspected of non-compliance, resulting in six sanction files, or 27% of the total commerce penalties issued in 2025.

The Commerce and Industry Register currently lists 34 businesses authorized for pubs, party rooms, or discotheques, though not all may operate in those modes. Over the past decade, the sector has seen 11 openings and seven closures, with 2023 recording the highest number of new registrations at three, alongside two closures—a pattern echoed in 2025.

The Ministry of Tourism and Commerce's 2025 annual report notes broader enforcement trends, including 259 total inspections—a 24% rise from 209 in 2024—and sanction files tripling to 30 from nine. Focus areas encompassed 24-hour operations, tobacco pricing, and trading standards, while consumer complaints remained stable at 1,656, down slightly from 1,707 the year prior.
