Andorra Council Awards €116K Contract to Refurbish First Reviu Programme Flat

Andorra la Vella council has awarded Construccions Llesui SL a €116,804.59 contract, including IGI tax, to fully refurbish the first property under the Reviu Programme at Carrer del Puial 6.

The work will convert the currently uninhabitable flat into a two-bedroom unit with a living-dining-kitchen area and bathroom. Plans call for redesigned internal layouts, full replacement of utilities and enhanced thermal insulation. The project carries a 12-week timeline from the start of site preparation.

Funding splits evenly between public and private sources, with the council providing a fixed €60,000 while the owner covers the remaining €56,804.59. Public investment sustainability comes through recouping €46,500 via lower monthly rents paid to the owner over the lease term.

Housing councillor Marc Torrent called the contract a practical demonstration of public-private partnership. He highlighted the council's efforts to set balanced prices and ensure high habitability standards. "The Reviu Programme shows itself as an effective tool to recover disused urban properties and address citizens' residential needs," Torrent stated. He stressed plans to build further ties with parish owners to stimulate the rental market.

Launched to acquire empty private flats, renovate them and integrate them into the parish's rental pool, Reviu takes its initial operational step with this Puial Street project.
