Andorra Housing Institute Sees 70% Surge in Inquiries in Early 2026

The Institut Nacional de l’Habitatge (INH) handled 2,073 housing-related inquiries during the first half of 2026, marking nearly a 70% rise from the same period in 2025 and matching the total volume recorded for all of last year.

This surge underscores the steady expansion of the INH’s information and guidance service since its launch in 2020, when inquiry numbers have tripled overall. The top five topics—public housing units (both protected and affordable), rent adjustments in lease agreements, public housing grants, lease extensions, and procedures for reclaiming homes for personal or family use—accounted for 70% of all cases.

Public housing queries led at 17.7%, closely followed by rent updates at 17.3% and public aid at 16.2%. Lease extensions made up 11.5%, while reclaiming procedures represented 7.7%. A new trend this semester involved questions about upcoming regulations governing leases from 2027 to 2030.

Tenants submitted 39% of inquiries, owners 15%, and the remaining 46% came from real estate firms, management offices, individuals, and other entities. Officials noted a particular uptick from sector professionals, positioning the INH as a key technical advisory hub.

Women initiated 53% of personal consultations, men 40%, with 7% via non-personalized channels. Activity peaked in January and February, driven by rent hikes tied to inflation (IPC), and in June amid legislative updates.

For the First Home Ownership Access Programme, approved last October, the INH fielded 157 queries in the period, with 38 applications submitted since launch, signaling strong public interest in this ownership support scheme.
