Andorra Housing Institute Sees 70% Surge in Inquiries, Hits 2,073 in H1 2026

The Institut Nacional de l’Habitatge (INH) handled 2,073 inquiries in the first half of 2026, marking nearly a 70% rise from the same period in 2025 and almost matching the full-year total from 2025. This surge underscores the steady expansion of the institute’s information and guidance service on housing matters, which has tripled its consultations since launching in 2020.

Queries about public housing stock—covering both protected and affordable units—topped the list at 17.7% of the total. Close behind were issues with rent adjustments in lease agreements (17.3%) and public housing subsidies (16.2%). Extension of rental contracts accounted for 11.5%, while procedures to reclaim homes for personal or family use made up 7.7%. Together, these five categories captured 70% of all inquiries.

A new trend emerged this semester: questions tied to upcoming regulations governing rental contracts from 2027 to 2030. Activity peaked in January and February, driven by rent updates linked to inflation (IPC), and in June amid fresh legislative changes.

Tenants lodged 39% of queries, owners 15%, and the remaining 46% came from real estate firms, management offices, individuals, and other organizations. The INH noted a particular uptick from sector professionals, reinforcing its role as a key technical advisory hub. Women initiated 53% of personalized consultations, men 40%, with 7% via non-personalized channels.

On the Programme for Access to First Ownership Housing, approved in October 2025, the INH fielded 157 inquiries over the six months. Since its start, 38 applications have been submitted, signaling strong public interest in this ownership support initiative.
