La Seu d’Urgell council has secured the construction of 111 protected affordable rental apartments through a public-private partnership, with 30% reserved specifically for young residents. The Catalan Housing Agency awarded the project to LANDETIC SL, using two municipal plots in the Horta del Valira area—one on Carrer Guillem de Plandolit—under 75-year surface rights concessions.
This initiative places La Seu d’Urgell among the first 23 Catalan municipalities in a programme led by the Generalitat’s Department of Territory, Housing and Ecological Transition. The initial batch of projects across the region will deliver nearly 2,000 such units. Public authorities supply the land and enforce standards on quality, pricing and public obligations, while LANDETIC SL manages construction and operations.
Mayor Joan Barrera welcomed the announcement as “very good news for the city, especially for young people and families who want to live and put down roots here.” He described housing as a top public concern and municipal priority, adding that the town’s selection proves “when councils have clear projects, available land and political will, things happen. In La Seu, we don’t just talk about housing—we make it possible.”
Barrera positioned the 111 units within the council’s wider housing strategy, which includes other public and protected developments already underway or in preparation. He thanked the Generalitat for its support, emphasising that tackling the housing crisis demands cooperation across administrations and dedication to the common good.
