Andorra Non-Contributory Benefits Spending Surges 15.3% to €4.23M in Q2 2026

Spending on non-contributory benefits and elderly solidarity pensions in Andorra rose 15.3% year-on-year to €4.23 million in the second quarter of 2026, according to Statistics Department figures.

The data, covering April to June, show Article 20 solidarity benefits and elderly solidarity pensions as the main drivers, supporting an average of 1,973 recipients overall. Government non-contributory pensions, by contrast, saw a sharp decline.

Article 20 benefits totaled €1,527,822.68 for an average of 435 recipients—242 women and 193 men—marking an 11% rise from 393 the year before. Andorrans accounted for 246 recipients, followed by Spaniards (99), Portuguese (65), French (9), and others (16). By parish, Andorra la Vella led with 38.7%, then Escaldes-Engordany (21%), Sant Julià de Lòria (14.9%), Encamp (13.9%), La Massana (6.2%), Canillo (3.4%), and Ordino (1.8%). Age breakdown showed 51.6% aged 46-65, 17.5% aged 36-45, 14.8% aged 26-35, 11.3% aged 66-75, and 4.8% aged 18-25.

Elderly solidarity pensions came to €2,703,428.87 for 1,538 recipients on average, up 9.2% from 1,409 in Q2 2025. This included 1,026 women and 512 men. Spaniards numbered 759, followed by Andorrans (385), Portuguese (197), French (51), and others (146). Andorra la Vella had 39.1%, Escaldes-Engordany 21.3%, Encamp 14.2%, Sant Julià de Lòria 13.3%, La Massana 6.7%, Ordino 3.4%, Canillo 1.8%, and 0.2% abroad. Some 89.2% were aged 65-85.

Government non-contributory pensions fell to €8,049.60 for eight recipients, all women over 98—five Andorrans and three Spaniards. Andorra la Vella hosted 37.5%, with 25% each in Escaldes-Engordany and Sant Julià de Lòria, and 12.5% in Ordino. This compares to 12 recipients and €11,757 a year earlier.

The total increase from €3.68 million in Q2 2025 highlights greater demand for solidarity programs.
