The average price per square metre for expropriations in public works in Andorra will drop to €658.32 for 2026, down from €661.32 in 2025.
Government Decree 339/2026, dated 2 September, sets this 0.45% reduction by updating the indices used in the formula from article 39 of the 1993 Expropriation Law. The decree, published in the Butlletí Oficial del Principat d’Andorra (BOPA), applies a theoretical revision coefficient of 2.60794977—lower than 2025's 2.61982019—to the base value of €252.43 established by a 1994 decree.
Labour costs rose almost 5%, from €2,721.81 to €2,854.16 per month. Cement prices climbed 1.84% to €80.26 per tonne from €78.81. These gains were offset by declines elsewhere: diesel for transport fell 7.3% to €1.207 per litre from €1.302; steel materials eased 0.79% to €464.28 per tonne from €467.96; and bituminous binders dropped 4.42% to €389.52 per tonne from €407.53.
The updated rate exceeds the €648.88 figure for 2024 and takes effect on the date of its BOPA publication. Annual adjustments ensure consistent compensation for property owners impacted by public projects.
