A joint venture of private companies has withdrawn from a public-private housing project in Terra Vella, Andorra la Vella, just before the award was due to be formalised.

The temporary joint venture (UTE) informed the Andorra la Vella parish council of its decision to renounce its bid, citing reasons unrelated to the negotiated procedure. The project aimed to develop between 40 and 50 affordable rental apartments on a communal plot opposite the Jovial building. Negotiations had already concluded with an agreement accepted by the council, and conditions were finalised, including a date for an extraordinary parish council meeting to approve the concession.

Under the planned model, the council would directly manage part of the units, while the private concessionaire handled the rest during a 50-year term. Ownership of the building would then transfer to the parish. The site, owned by the council since 2015, had remained undeveloped until this initiative under the "Recuperem espais buits" scheme, which seeks to repurpose idle communal land for housing.
