The Andorran government has approved the creation of the Office for Innovation and Economic Diversification to bolster the country's status as an innovation hub capable of drawing high-value talent, investment, and projects.

Reporting to the Ministry of the Presidency, Economy, Labour and Housing, the office establishes a dedicated governance and execution structure. It will oversee daily implementation of the National Plan for Innovation and Economic Diversification, presented last October, while coordinating public and private stakeholders.

For this year, the office will handle a €5 million innovation budget. Funding is set to increase gradually over 2026-2036, aiming to reach 7-8% of the total government budget and establish Andorra as a global research and development cluster.

Among its core duties, the office will drive the legal framework for the National Agreement on Innovation and Economic Diversification, carry out decisions from the Andorran Innovation Council, and represent Andorra in international organisations and R+D networks.

It will also incorporate the Advisory Body on Projects, a consultative group tasked with evaluating public and private innovation initiatives. The body will issue reports on their fit with the national plan, potential economic and social impact, and alignment with strategic objectives. It can be called upon for expert assessments of pilot programmes or major projects.
