The figures, drawn from the 2026 budget expenditure forecasts, break down average pay for civil servants by department and functional group. Staff are categorised into three levels: Group A for senior directive or technical roles, Group B for mid-level technicians, and Group C for administrative and operational personnel. Overall averages stand at 67,535.56 euros per year for Group A, 45,249.19 euros for Group B, and 36,698.38 euros for Group C.

Pay scales differ sharply depending on departmental structure. The police department leads with some of the highest figures: Group B employees average 57,747.62 euros annually, while Group C staff earn 40,828.27 euros. Other high earners include the Taxes and Borders department (52,200.01 euros for Group B), the general secretariat (52,135.27 euros for Group B), Industrial Safety (48,897.03 euros for Group B), and Immigration (56,626.47 euros for Group B).

Several departments exceed the functional group averages, such as Justice and Interior, Environment, General Audit, Language Policy, and Educational Systems. In the latter, Group B salaries average nearly 56,800 euros, with Group C above 30,000 euros. Social Affairs and Higher Education also surpass the benchmarks.
