Andorra Boosts Environmental Spending to €44.4M in 2025, Up 18%

Public spending on environmental protection in Andorra reached €44.4 million in 2025, marking an 18.1% increase from €37.6 million the previous year, according to Department of Statistics data.

The total encompasses efforts by the central government, parishes, and the Andorran Waste Treatment Centre (Ctrasa). It accounted for 3.6% of settled public administration and Ctrasa expenditure, excluding financial assets, liabilities, and government transfers to other public entities. This equated to 1.1% of gross domestic product and €499 per inhabitant, up from €432 in 2024.

Waste management claimed the biggest portion at €15.8 million, a 18% rise that represented 35.5% of the overall figure. Pollution control expenditure surged 60.5% to €7.5 million. Biodiversity and landscape protection received €11.2 million, wastewater management almost €5 million, research and development €1.1 million, and other environmental protection €3.8 million.

Spending breakdowns showed current goods and services at nearly half the total, €22.1 million. Real investments rose sharply by 69.9% to €4.9 million, while capital transfers increased 70.6% to €4.6 million.

Separately, public outlays on recreational activities, culture, and religion totalled €61.9 million in 2025, a modest 0.4% gain from €60.85 million in 2024. This set a five-year high, compared to €42.1 million in 2020, and comprised 5% of settled public administration spending alongside 1.6% of GDP—a 0.1 percentage point decline from the prior year.

Recreational and sporting services dominated at €29.3 million, up 4.3% and nearly half the total, or 47.3%. Cultural services dropped 5.4% to €24.3 million from €25.7 million, still representing 39.3% of the category. Radio, television, and editorial services grew 6.1% to €6.2 million. Religious and other community services advanced 5.2% to €2.1 million, the second-highest in five years after €2.9 million in 2023.

Outlays spanned the central administration, local authorities, Andorran Anti-Doping Agency (AGAD), National Youth Forum of Andorra (FNJA), and Andorra Radio and Television (RTVA,SA). By type, current goods and services stood at €20.5 million, down 0.7%; personnel costs €18.95 million, up 2.9%; current transfers €15.68 million, up 6%; real investments €6.5 million, down 10.8% with cultural investment falling nearly 39%; and capital transfers €246,986, down 47.5%.

The Department of Statistics highlighted partial estimates for the fourth quarter of 2025 from Sant Julià de Lòria parish and FNJA, awaiting final figures. Data were released on Thursday.
