Andorra Hits 75% Renewable Electricity in 2025, Despite CO2 Footprint Doubling

In 2025, renewable sources provided 75% of electricity supplied to Andorra, according to Força Elèctrica d'Andorra (FEDA)'s annual energy mix data released this week. This proportion, sourced from local generation and imports via France and Spain, remained close to 2024's 77.8% figure and continued the upward trajectory that began in 2020, when renewables first exceeded 50% of consumption. FEDA targets 100% renewable imports by 2030.

Wind power dominated at 47.6%, followed by hydropower at 22.6%—driven mainly by the utility's primary hydroelectric plant—and solar photovoltaic at 4.4%. Non-renewable sources made up the rest: nuclear at 8.9%, natural gas at 8.4%, coal at 1.1%, fuel oil at 0.5%, and other origins at 6.5%. FEDA noted that the slight rise in these shares stemmed from production cycle variations and greater use of combined-cycle plants, particularly in Spain.

Domestic production covered 23% of total demand, totalling 115.2 GWh. The hydroelectric facility generated 84.9 GWh, Grau Roig photovoltaic park yielded 1.4 GWh, other grid-connected solar installations added 6.8 GWh, Soldeu's cogeneration plant contributed 5.3 GWh, and the waste treatment centre produced 16.7 GWh.

Long-term contracts, including a renewed agreement with Endesa, alongside renewable origin guarantees and a stronger focus on French supply, shaped this outcome.

Despite the renewable majority, the group's carbon footprint—which encompasses FEDA, FEDA Ecoterm, and FEDA Solucions—nearly doubled to 56,852 tonnes of CO2 equivalent from 29,955 tonnes in 2024. The electricity emission factor climbed to 69g CO2e per kWh from 32g, largely due to more residual purchases on the Spanish market with its 255g CO2e/kWh fossil-intensive mix, even as renewable certificates shifted toward France. Higher electricity demand, expanded gas-fired district heating networks in the central valley, and a 7% rise at Ctrasa to 39,188 tonnes from increased waste volumes amid population growth also contributed. FEDA now includes all associated monetary costs in its calculations.

The utility has adjusted its certified renewable purchasing strategy and is developing a 2026 decarbonisation plan to identify emission sources, implement reductions, and restore levels to or below 2024 figures, assessing both environmental and financial impacts.
