Andorra la Vella's civic agents conducted 702 checks during the first quarter of 2026, resulting in 80 warnings and 11 fines as part of efforts to curb uncivil behaviour and promote better public coexistence.
The Comú described the initiative as effective, with 88% of interventions focused on awareness rather than penalties. Checks covered terrace compliance and closing times, urban furniture maintenance, graffiti detection, out-of-hours noise, waste management, and pet ownership. Citizen coexistence remained the priority area, accounting for 517 checks, 49 warnings, and 5 fines. Pet-related actions included 102 checks and 25 warnings, with 6 fines issued in March after initial months emphasising education.
Councillor for Public Services, Environment, and Natural Heritage Jordi Cabanes noted that civic agents took over pet regulation enforcement at the end of 2025. Last year, 37 fines targeted dog owners, mostly for failing to leash animals or clean up waste.
Traffic, noise, and road safety inspections at high-risk spots yielded over 100 actions and 68 infractions so far this year. These included 42 cases of mobile phone use while driving, 17 for not wearing seatbelts, and 6 for improper manoeuvres. Councillor for Traffic and Parking Xavier Surana said monitoring would continue.
Officials highlighted ongoing issues like graffiti proliferation, which raises cleaning costs and affects the parish's image. Private building owners bear responsibility for facade maintenance, Surana added, urging residents to report incidents for a cleaner community.
A recent vandalism incident at Rec del Solà required replacing three signage elements, three dog waste bag dispensers, two railing sections, and three information signs, plus clearing scattered rubbish and treating 1,800 metres with blowers. Cabanes stressed the strain on natural areas and added repair expenses.
To strengthen oversight, the Comú plans to install 200 surveillance cameras this year in communal areas, parking lots, playgrounds, the river promenade, and streets, bringing the total near 400 parish-wide. Surana said the devices would deter and document uncivil acts.
