The Andorran government has launched a national tender for an architecture firm to design and supervise construction of a new four-storey public administrative building on the site of the former Casa Parramon in central La Massana, with an estimated construction cost of €3.5 million, including indirect taxes.
Published in the BOPA on Thursday, the tender calls for proposals for a 400-square-metre structure along Carrer Josep Rossell. The ground floor must feature public spaces and facilities accessible to residents. The flat rooftop will form a public square at the level of the higher Carrer Doctor Vilanova, linked by a public elevator to connect the two streets and address the elevation gap.
The contract encompasses project design and construction oversight, with allocated fees of €96,250 per phase, for a total of €192,500. Firms have until 5pm on 12 June to submit bids through the public procurement platform.
The plot has stood vacant since the 2021 demolition of the long-abandoned Casa Parramon due to structural problems. It featured prominently in past election campaigns as a site for public amenities. Minister Spokesperson Guillem Casal described the initiative as fulfilling an electoral commitment, noting that specific administrative services for the upper floors have yet to be finalised. He emphasised that they will not amount to a full ministry, given the building's scale, aligning with recent efforts to repurpose existing structures like Rosaleda and the former Casamanya hotel.
Officials anticipate awarding the contract soon, completing the design by year-end, and scheduling construction in the 2027 budget.
