The Comella penitentiary centre ended 2025 with 54 inmates, down 27% from 74 the previous year, according to figures released by the Statistics department. This left the facility operating at 35.3% of its total capacity of 153 places.
Activity at the centre fell sharply over the year. Admissions totalled 139, a 44.8% drop from 252 in 2024. Of these, 127 involved men and 12 women. Among inmates at year-end, 52 were men and two women.
Age breakdowns for admissions showed 49.6% over 35 years old and 48.2% aged 21 to 35. The most common offence leading to entry was driving under the influence of alcohol or drugs, accounting for 32 cases or 23% of the total.
Nationalities among the 54 inmates at year-end were led by "other nationalities" at 42.6% (23 men), followed by Andorran at 27.8% (15 people, including one woman), Spanish (nine men) and Portuguese (seven, including one woman). Andorran, Spanish and Portuguese numbers each fell by three to seven from 2024.
On average over the year, 34.4 inmates were serving sentences and 30.1 were in pre-trial detention. At the close of 2025, five were in the partial arrests module, three in the youth unit, two in the women's area, 24 men awaiting judicial decisions and 19 serving sentences.
Courts issued 108 sentences during the year, affecting 100 men and eight women. Some 87% were completed and 13% ongoing, with durations most often one to 15 days or one to three months (25% each). Short terms explain the high number of admissions despite low end-of-year occupancy.
