Andorra Opens €165K Tender for Prat Condal Children's Play Area Upgrade

Andorra la Vella council has launched a national tender worth €165,000 to fully renew and expand the children's play area in Santa Coloma's Prat Condal park.

The project, outlined in the Official Bulletin of the Principality of Andorra (BOPA), involves removing existing play equipment installed since the park's opening in 2011—some originally from Parc Central—and replacing it with new structures suited to children aged 3 to 12. This includes multi-play units, swings and other items, alongside reorganised space to boost capacity across age groups.

Current wooden features, such as a multi-play unit and swings on impact-absorbing flooring, will be fully dismantled along with perimeter fencing due to years of heavy use and exposure. New safety flooring will feature an 80mm layered rubber surface (SBR and EPDM) over a 15cm reinforced concrete base. Paths will use textured light brown concrete cobblestones, while fencing adopts the 1m-high Rivisa system around the play zone and 2m in the adjacent dog area. Affected grass will be restored, tree numbers increased to enhance climate resilience, and an irrigation system adjusted. Existing elements like the slide, drinking fountain, trees, landscaping and three benches will stay, though bench positions may shift.

All equipment must comply with EU standards, prioritising eco-friendly materials such as 100% recyclable plastic, SDU composites or certified sustainable wood, while avoiding sun-heating metals. Age signage and safety warnings will be added.

Bids, capped at €165,000 including VAT, are due by 3pm on 8 October via the government's electronic procurement platform. They will be scored 70% on price, 20% on relevant experience from the past five years, and 10% on social inclusion measures. Envelopes open at 10am on 13 October, with public access on request to compres@comuandorra.ad. Work, covering demolition, new installations, surfacing and final planting, must finish within two months of award.
