Conxita Marsol, Andorra la Vella's minister for the Presidency, Economy, Employment and Housing, offered an initial assessment of the parish's new urban planning document (POUP) on Wednesday, describing it as showing no major changes from the previous version.
Speaking at a Council of Ministers press conference, the minister and former parish conseller welcomed any steps to support housing but stressed that her review so far reveals few differences. She highlighted points raised by parish consuls Sergi González and Olalla Losada the previous day, including the building height cap. Marsol noted that the seven-storey maximum was already standard, with permissions for up to 15 storeys limited to two development zones to compensate for reduced buildable area.
She also addressed the plan to preserve 30% of the Parc Central site, pointing out that this requirement was already in place. On the proposed doubling of compulsory land cessions, Marsol said she needs to study the full urban regulations before commenting in detail.
Her remarks mark an early response to the updated POUP from the current parish council majority, ahead of a more thorough examination.
